He doesn't blacklist pirates.
His code has two things:

• anti-piracy measures to his own mod which isn't required to play the game that either prevent pirates from using the mod or make the game unplayable overtime for them by ie lowering the resolution gradually

• a steam user ID blacklist with only two people, on his own mod which isn't required to play the game, who repeatedly spammed his threads with hundreds of posts of non-constructive bullshit and blatantly misleading nonsense, preventing him from helping others

So basically a handful of ass-blasted, shit-posting pirates have gotten Kaldaien banned by claiming his software that has helped tens of thousands of people enjoy shitty japanese ports better contains malicious hardware.

Not a single legitimate user has been inconvenienced by his software.
Only two spammers and most pirates.

This is fucking stupid.

As for the people claiming they pirate games "just to try them out", that's what steam refunds are for.
If you pirate a steam game and play more than two hours then you cannot claim to be moral.

I'm actually mad that one of the most productive modders has been kneejerk banned over this.
