Has this update ruined the core game, or just the multiplayer aspect of it?

The core game is the multiplayer. The "singleplayer" is just the multiplayer with bots for teammates, and the bots are atrociously bad.

It looks like I can get the game and all DLC for 13 bucks.

Yes, that's a very good deal since the sum total of the DLC price is normally insane. A lot of the DLC (especially the more recent stuff) has been really overpriced and piecemeal.

is it worth purchasing right now?

If it looks fun and you're unfettered by any ethical problems with the developers point-blank lying about the game, then yes. The developers said, very explicitly, several times, that there would never be microtransactions. They even mocked someone for asking if the game would have them.

Now there are microtransactions.

And they weren't just added as a patch - no, they were added as part of the "community event" that they asked players to complete challenges to earn, that they've been advertising as 100% free content (just like it was last year) for months. The very first day of that free event wasn't free content - it was the microtransactions the community was promised would never be added to the game.

The game and many of the heists are fun (especially the earlier ones - the more recent ones have generally been seen as somewhat disappointing). You'll probably like it, but consider (1) whether you're okay with supporting a developer who acts like this and (2) if you get attached to the game and involved with the community in the long term, the game's development has been on a negative slope for a while now.

This is a good time to get into the game for the price, but it's a bad time to get into the game if you're interested in playing a lot of it long-term.
