Exactly, you don't. You're simply pretending that a statistically significant number of players are good enough to put up a game like you linked to every match. And since even though we know that isn't even close to being true, you still pretend.
Sigh. This isn't too difficult. I'm quoting the numbers which WOULD result in every match. This is the answer to a sum. You think that its preposterous that 1.56% of players can fly a chopper well. 0.78% would mean that statistically you would have a competent pilot every other game and so forth. My point is simply that these are small numbers. Hence, even with a relatively small pool of good pilots, one will feature regularly (I'm not saying every game, that is simply the limit).
More likely then a person in your average game being capable of going 100-0 with the Scout.
Well you doubled the score for some reason and the whole point of this is that we don't need the average player (top 50%) to be able to do this. Just the top 1% (see above math) for it to dramatically influence the game.

Nice try, but I don't whine about air vehicles, I seek balance. Consequently, I promote buffing the AH and nerfing the TTK for scout heli on inf and attack jet TTK on MBTs and attack boats. Why? Because it unbalances the game. I've been on the winning side of this as much as the losing side but they both have one thing in common. It's dull.

54 kills in 14mins and he crashes it about 10 times. Who cares though, double REPS FTW! Lower the damage and perhaps consider giving the miniguns an ammo pool.
