Sure. and while we're at it let's mandate all forms of transportation require licensing and insurance. Each individual and their means of transportation will be accounted for in relation to the cost to support it.

First we'll have to start with gas taxes. Those haven't been raised in decades so those will have to come up significantly. Speaking of gas, we'll need to enforce a greenhouse gas tax. All those exhaust fumes have negative effects on society and cause global warming. Gas should be about $30/gallon at this point. Next we'll have to pay for the roads. Two tons of steel rumbling along takes legions of people to support it with regular fixes/improvements to paved surfaces.

We'll need to set up FastTrak sensors ever so often that will deduct funds from users accounts according to their displacement. Also, all those parking spots the city gives to drivers for free or at deeply discounted rates, we'll need to start metering those. I don't know who will be driving at this point with gas at $30/gallon and FastTrak sensors charging drivers considerably, but there will be plenty of metered parking spots.

Seems fair to me.
