Both. Steam sells a controller but again it only works for some games. Most PC games are written with controls for a full keyboard and mouse so a fair amount have a more function controls than there are buttons on a controller. There are still some good games you can play, most shooters will work. You'll just need to check the details before buying to see if it has controller support. Any wired console controller Xbox or PS will work with pc. They are just usb connections. It's just if the pc game has controller mapping. Wireless controllers usually work just depends on the pc. I'd say just go pick up a 15 dollar wired controller and give it a go to see if it works for you. If not then go pick up a console and you can still use the controller.
