27 years old

Employed full time making 49k, potential for promotion to 55ish this year but not guaranteed

3 objectives: 1. Buy a larger house in 5 years 2. long term, I want to have income generating assets or funds. 3. Professionally, I work in government administration, and even if I am promoted to the 55k job there are very few opportunities to go beyond that. Any ways I could invest in myself to increase earnings?

Medium to high risk tolerance. I only invest what I can survive losing, but I don't make enough cash to quickly recover from a bad move.

I have around 11k in a personal Roth IRA (vtsax). My employer also has a 401k with only 1% match which I contribute just the matching amount for, it's at a similar amount and also in a vanguard target date. I have around 35k in the bank (have suffered quite a few bad luck events in life, so a big emergency fund cushion helps me feel at ease)

Have a paid off reliable 2015 car. Live in a small 1 floor house with about 60k left on the mortgage, sub 3% interest rate.

No debts other than the mortgage. Live in a medium cost of living area. I moved out and lived like a bum for a few years to build up my savings in an attempt to escape the cycle of poverty the rest of my family seems to be stuck in.

The past year or two I've felt like I'm spinning my wheels a bit, would love to hear anyone's thoughts on where I should be going .
