Can anyone manage to control the behaviour of 5 million people all at once for weeks or months on end? Of course not. It's inevitable that a small number of people will continue to flout the rules. Should the other 99% continue to suffer because of this inevitabliity? We're going to have to look for a better way to keep the numbers down and allow business and society to reopen. Increase contact tracing, roll out on-the-spot testing in every workplace and large establishment. There's got to be a better way to do this than just keeping the vast majority of the city locked down. Very few people are infected and surely it can remain that way if the govt puts the effort and money into testing for, and tracing, new cases.
