If you take success, players quality, history, results, leagues...into account. I go with Russia. They are one of the hockey superpowers and only behind Canada, so no need to go into details. As for football, they have some world icons and Euro in 1960 (although as USSR). Czech Republic might be in conversation as well, they won the tournament of the century in Nagano, several WCs, although their list of legends is shorter than Russia's and they are one of the other four elite hockey countries after Canada and Russia. As for football, they have ballon dor winner and Euro victory in 76 (Czechoslovakia), so the same as Russia, and two WC runner-up finishes USA or Germany might overtake them in the future.
