Dair is often substantially higher reward and isn't that much less safe. Its late hitbox is better than nair's too, which makes it the move you're more likely to use for crossups and such. Nair is also used often and very strong. You just also have dair.

-1 frame advantage is fine in Melee, especially when you have shine lol. That still lets shine beat every move (not rolls and spotdodges) out of shield apart from frame-perfect Samus up-B which is invincible frame 1. You're not always doing aerials that low on shield and getting that much frame advantage of course.

It's not very useful to compare whose shield pressure is "better" in abstract, but overall Falco's is better because he can convert off shine on reaction. If you get a shine as Fox you have to commit to a followup if you want to actually get it. Fox's pressure can be tighter and his grab has much higher reward, but you heavily rely on shine for the pressure and having to commit to a followup is a big deal compared to getting a combo off any stray hit with it. Falco gets combos off shine even when he outright flubs and gets stuck in it, never mind just on reaction.
