Daily Simple Questions Thread - Feb 18, 2018

New build. Runs fine but one in two or so startup attempts, Windows 10 boots to a black screen with my cursor. I can use Win+P to confirm I'm in Windows at least, and though I can't see the login screen, I can enter my pin blindly and my desktop loads.

It loads in a weird way. Time doesn't show in corner. Dragging windows around leaves a white background (nothing redrawn behind them).

For a while, I thought it had something to do with integrated graphics, but there is signal to my monitors which are plugged into the 1070 (DisplayPort).

Any advice is appreciated. I've reinstalled graphics drivers, reseated the 1070, and confirmed no issues using onboard graphics.
