David Attenborough warns of 'catastrophic future' in climate change documentary | Climate Change – The Facts, which airs in spring on BBC One, includes footage showing the devastating impact global warming has already had, as well as interviews with climatologists and meteorologists

I don't know what you mean by one event per woman? And why are women the determining factor? If every male is sterile, a woman can't get magically pregnant. Also I think reversing is doable on guys but not females? But if in the future you could safely sterilize both male and female at birth and could reverse it in the future. That's what I would do. And have a limit on how many babies a person can have. Another suggested 2 so let's say the cap is 2. Therefore have 2 babies, then both partners are sterilized again and can't have another (even if they break up and each have new partners who haven't had kids yet). Of course the majority of people would be against this. And would be impossible to implement on a worldwide scale. So it's not going to happen. And I never bring this up around people because then everyone thinks I'm evil haha. So I just keep these thoughts to myself.

And yes I hate the way the government is set up to just need to keep increasing the population.

Something has to change, but I doubt will any time soon.
