waste your years with some of the top rookies in baseball just spinning their wheels waiting for outside top 100 prospects to develop into something good enough to benefit a major league team?

Who are you talking about exactly? You have a top 100 pitcher in Kay already in the rotation, and like 10 other pitchers competing for the #4 and #5 spots with arguably the best minor league pitcher who's projected as a #1. Vlad Jr, Biggio, Bichette, etc aren't even in their prime or close to it yet and have like 4-5 years of service time left. You can buy starting pitching too or trade prospects for them when you're ready. Look at the 2020 FA class.
