If that was true, then any NYC high school that has 68% black/latino students (and plenty of them do) would be academically stronger than not only Stuyvesant, but literally any high school, public or private, in the world. That makes absolutely no fucking sense. The racial composition of New York City at any given time is totally random and has no causal effect on academic excellence. The goddess of education has never designated any particular city's demographic as the magical recipe for academic success. That just isn't how education works.
