Dealership won’t wave bs “dealer fees” like Kahu and nitrogen in tires?

How do I find the best APR without having multiple hard inquiries on my credit report?? If submit apps to multiple lenders, they’ll all submit hard inquiries and tank my credit score. I’ve always financed at the dealerships in the past; they send out my info to multiple banks/lenders to find the best APRs. Is that wrong? I’ve never been quoted anything crazy but I don’t know any other way to do this.

And It’s a Certified pre owned Honda Accord EX-L. 0 wrecks, 1 owner, fairly new, low miles. Checked KBB and NADA pricing. The car is fine, it’s the dealership that was being weird. The price I offered was very reasonable, that’s why I was so surprised they wouldn’t fold on the “add on” bullshit.
