Throwing this out there.

Every state has a minimum of 3 EC votes, with more granted per population. In this way, low population states have higher EC value per head than high population states.

Is it fair for Wyomingites to individually have four times the say of Californians in the presidential decisions?

The president can appoint the heads of various agencies. Wyoming has more say per citizen in terms of foreign diplomacy (namely ambassadors) than New York, despite New York having much more global trade and traffic. Wyoming has more say per citizen in the Fed, despite having a tiny economy compared to California. Wyoming has more say per citizen than Texas per citizen in terms of national defense, despite being buried in the middle of the country.

It's weird, and ultimately doesn't justify anything. The Senate already serves to protect smaller states, and has extra power to check the executive compared to the House.

Keep in mind that, with the current system, you can have less than 20% of the popular vote and be president.

Either go to popular vote, or have the states assign EC votes based on proportions. First past the post into first past the post is very unrepresentative.
