This is why we save these kind of things for the worst crimes. Truly disturbing and sick people who are guilty without a doubt. Whether it's because they were on camera and 100 percent visible. Or were caught in the act by a large diverse group of people.

Also I would hope we still had the intentions of making things the least discomforting for every person regardless of how sick there crime was. Although it would still make sense to save some of the more risky things for the worst of the worst.

And last, I would imagine the testing WOULDN'T be as crazy as some of the things the Nazis did like try to stitch a fogs head to another dog and keep it alive. But maybe just simpler things that could help streamline new medications and medical procedures that are already looking promising but need a few human test subjects that aren't going to sue when they get cancer from an anti-erection pill.
