The problem with studies that claim results like you're asserting here, is that they inevitably look something like this, and if you read you'll see that there are a number of problems.
First off. Sample size is abysmal for the type of conclusion it draws. You can't generalize the status of entire populations on 130IQ tests. The power of these tests are nowhere near sufficient to draw conclusions like you are in your post here.
Second, the study still finds modest linking between the role of the environment and the score, which is antithetical to the conclusion both you and the author are attempting to draw.
Third, these sorts of articles are always posted with the implication that the ethnic/racial backgrounds are the reason for the difference, when in reality the author inevitably claims that there's no evidence for the role of genetics in this study.
