Ok, so I've had about a month to play around with this IP camera. It's a cheap Chinese model and I was able to get it on sale for $40 at Amazon. Right after I bought it, I decided to get another one and the price had jumped up to around $60. I think even at the higher price this thing is worth the money.
The interface is a little clunky and unpolished, but full of options and features. Once you set it up you can access it from any browser on the network or from the Hootoo app. I have the camera located near my front entryway and I use the app to periodically check in on it when I'm at work. It can pan/tilt from the mobile app so you are able to look around if you choose. The mobile feature alone is worth the price.
There are a ton of options for setting up motion detection and schedules. For instance, I have it set to detect motion weekdays at certain time blocks and also weekends at different times. It can also be configured to email you whenever it does detect motion.
I like the fact that you only need a power outlet once the connection is set up. I did not want to run wire to hook up multiple cameras - and I do plan to buy a couple more of these.

Cons:
I am not good at writing reviews but I wanted to share my experience because I think it's a good product. I am not getting paid for promoting this as someone alluded to. I know there are very nice expensive alternatives, but if you are looking for a cheap IP camera, I recommend this one.
