You have raised some good points. Firstly I think both candidates have the right intentions in striving for a better system. In fact Hillary's 2008 plan served as a bridge between her 1993 legislation and the achievements of its key provisions in Obamacare. When Hillary outlined her plans in 2008 it included a key feature from 1993, a mandate that all Americans must either buy health insurance or pay a shared responsibility payment.Those not covered by they're employer would be offered a refundable tax credit to offset the cost of buying into one of two federal insurance scheme ( Medicare). In addition to this, employers not offering healthcare would have to pay into a federal fund to offset government sponsored plans (Play or pay). Back then Obama was against the mandate to purchase insurance, he argued it was wrong to force people to buy insurance, even if they could not afford it. Hillary's mandate was the blueprint for healthcare reform and when Obama got into office he made a big u-turn and even hired some of Hillary's advisors and got rid of his !

So her plan in 08 somewhat came to fruition in 2010. That is why I understand why she has taken the stance she has today. However whilst Obamacare has expanded access it has not solved the problems of high cost and millions who remain uninsured.

Hillary plan for moving forward today is a populist attack on special interests, putting much of the blame on insurers and drug makers who are profiting from coverage expansion. In 2008 she said :

""Individuals will have to have insurance, but we're going to make it affordable. The health care industry, the drug industry, are going to have to change the way they conduct business,"

Just last year she said, " Repeal of the ACA would let insurers write their own rules again."

She has a well developed theme to blame any of the healthcare problems on the greed of assorted special interests. The 2016 platform focuses on exerting control as a means to forcibly lower prices to make coverage more affordable. This is a false premise. Prices are rising because businesses are following what the law dictates. If change in healthcare costs is truly wished more creative and fundamental restructuring is needed.
