Departments and agencies with the best perks and benefits?

The International Development Research Centre (Crown Corp, I'm a former employee) offers employees 4 weeks to start, moving to 5 after 8 years. They also shut down between Xmas and New Years (extra paid time off). You get the choice of summer hours (work 7 hours a day, get paid for 7.5) in July/August or get an extra 3 'floater' days off. Great benefits (Superannuation, PSHCP, SDB, disability, etc.) and they do annual salary reviews which offer both market and merit increases. As they have international offices, many roles offer the chance for international travel. Note, they are recently unionized and are just finalizing their 1st collective agreement therefore the perks I've noted above may/will change.
