Imagine that your country has the most land of any country in the world, but the vast majority of it is locked under frozen permafrost. Everything you experience has one thing in common, it's cold.
The master plan, from what I've heard, is to thaw Siberia, open up the arctic shipping lanes, flood coastal cities, and burn existing farmland in foreign countries.
