So. Knowing the way the USA works, I said it would be interesting to see who championed the change in the law, who sponsored it, and if they perhaps were under blackmail from perhaps pedophilic activities.
You'll note the act is couched to protect US companies against the foreigners. If you cannot claim to be protecting the kids your next best bet is you are protecting against the foreigners. Textbook.
