Sorry, but this definition of ‘different’ is not any clearer than the first explanation I got,An encounter is not just a location but an event, and is also differentiated by time. Even the Next Game docs say “Encounters are single missions, where you can takedown walkers, rescue survivors, and collect awesome rewards” There is no mention of respawned encounters not being ‘different’. An analogy: If I have an accident on a specific corner, and later that day I have another accident at the same location, well, they are still two ‘different’ accidents. Even if it was the same driver in the other car, they are still two different accidents. When I report it to my insurance company, I can’t say “it was not two different accidents because they happened at the same place”.

I am not asking for the challenge to be changed, just that it be stated with clearer and unambiguous wording that requires a different location.
