My theory is the MCO "1985 Officers'" seek revenge and plan from 2003 when SA is released, creating a fake identity, as though under cover, for three years with a nice partial payment of a few mill to make it worth the time. TH is the Allis that everyone gets to know and believe is the victim. CB is played, getting her to agree to set up SA in exchange for pay off and criminal records cleared. They get each girl a RAV 4. CB is the one that shows up always at SA's and after Oct 31st, she leaves SA's and is murdered by her consumption of alcohol in celebration. The murder, waits until she passes out drunk, and injects her public area with methadone. CB is placed in her apartment for her grandmother mother to find on Nov 3rd. Once her body is in custody, TH is called in missing. All they have to do is when creating TH's DNA profile, use CB's DNA and name the DNA TH.

Now they perform the magic trick and start planting evidence as the opportunity arrives. Removing CB's pelvic bone, replacing it with a prosthetic pelvic mold which allows everyone to witness CB at her funeral on Nov 8th from head to toe in her dress in the casket. While producing the her pelvic bone as early as they can get her body released by the Coroner, which is why MCO pulled the County Coroner off the case, as she was taking to long and they had to have to body released by the 6th to allow time to cremate the pelvic bones at a lower temp and be planted by the retired LE whose wife owned the funeral home on the 7th before CB is cremated on the 8th to assure it appears impossible for her bones to be produced before she is cremated in front of all.

The second RAV is removed and readied with all planted DNA evidence waiting to go to the crime lab weeks before the real murder.
