Did Luke Make up the Census? Did Roman Censuses ever require you to return to your ancestral home?

In the Gospel, the census is given as a reason for the Holy Family travelling from Nazareth to Bethlehem. This is ahistorical because a census would record where you live and where your ancestors came from would be irrelevant. Also, the census of Quirinius took place only in Judea (because Judea came under Roman rule). Nazareth was in a completely different country which was not under Roman administration so the census wouldn't apply to people living there, regardless of whether their ancestors came from Judea. When there's a census in the US, citizens of Canada are not required to come to the US to be counted, not even if their ancestors were from the US.
