They did the merge

Not in the scenarios I'm thinking. This would be better conveyed with video instead of words.

I see it at 10pm at night where there isn't traffic. They literally ride to the barriers and slowly move over. Or they ride side by side another vehicle as their lane closes and expect the person to the right to hit their brakes to let them in so they don't hit the barrier.

I'm talking about people who act like they didn't know the lane was closing or they just don't care to move over until the barrier forces them to. That causes people to the right of them to slam their brakes because the moron didn't merge earlier with no interruption to traffic. Signs saying merge right lane closed ahead and they still travel in that lane until literally forced over when they had clear opportunities to move over without affecting anyone else. That shit don't make sense to me but I see now that you think that's what you should do. Last second lane changing by people who were going to hit the barrier makes everyone else hit the brakes.
