Did the Ottomans ever sever thieves’ hands under their legal system?

I don't know, ask yourself or your family who raised you. A lot of Turkcu Turks here are some of the most ignorant I've seen and many other people also think that.

You are literally dismissing whole lot of cultural nuance. Ottomans were not nomads, yes. But their cultural heritage were nomadic.

Everybody's cultural heritage is nomadic if you want to go into the past.

Europeans also migrated to Europe from the East and Middle East. Native Americans migrated from Asia. Yet they all became settled people eventually.

Them not calling themselves Turks does not cause their cultural heritage to vanish.

No, not vanish. Rather they become richer as they mix with others, adopt new cultures and genetic from them. Gokturks were desert nomads with no real civilization. When Turkmens settled in Iran, they adopted Iranian language, Iranian culture, Islam, they mixed with them genetically (their facial and physical featured changed from central/east asians to west asians/middle eastern looks) and they formed civilization with architecture, arts, poetry, etc which didn't exist at that level in Gokturks. Then they moved to Anatolia and mixed with Byzantians (Romans), Arabs, Africans and Europeans, and adopted more, became richer.

Modern Turk has a much richer culture and is more intelligent (or has the potential to be) than the central Asian Turkic tribe.
