Did a photoshoot for a friend, now he’s asking for more.

I personally don't release Raw files to anyone, not even family, for the same reasons you stated and I think that's totally fine. If it were me I'd just explain that as a professional you don't release unfinished work as a policy, and that the Raw files are in a format he likely would not even be able to easily view or use anyway. If you're comfortable with him having a few images as a courtesy to your friend, you could edit a few as you like and offer those to him or nothing. Also if need be let him know if you're ok with him sharing them/making them public or what credit you would like. I think that's more than fair. Just my two cents! I hope it's helpful.
