The idea that loli culture acts as an alternative is carrot and stick, the stick being the punishment and harsh treatment of pedophilic behavior and the carrot being an outlet that won't put them in jail.

Of course there's the possibility that acceptance of such a culture would actually influence more people towards pedophilia, but it would definitely need to be researched, yet at the same time it's very difficult to morally study pedophiles for obvious reasons.
