I have a hard time calling these full time rebels revolutionaries, because rebels is really all they are. I mean sure, they want to overthrow the World Goverment but what then? Do they they have any ideals besides "The WG has to go and the people shouldn't be treated like complete shit"? Do they want a world full of full blown absolute monarchies that will, with near certainty, be at each others throats and wage wars as soon as the WG is gone? Do they hope for benevolent dictators/monarchs? Are they supposed to be some kind of Anarchists or Communists? Because if they are, they are doing a piss poor job. They are not even like the Leninist "Vanguard Party", they are a seperate organization that is basically doing coups around the world. Oda has to seriously expand on the Revolutionary Army's (revolutionaries that have an "Army" can hardly be described as revolutionaries but rather as a seperate private military like organization but without the mercenary aspect) ideology if they are supposed to be more than what I just described. Also revolutionaries don't go to war, at most they take part in a Civil War that threatens the current goverment (maybe they also take part in creating it). There is no Civil War (I mean at a world scale, which is important here) in One Piece (there could be one in the future though) and by the looks of it, the RA doesn't really want to create one either, they'd rather lead a typical war aginst the WG by themselves with their own private forces.
