You could go as far as arguing that the Tatsuya getting his emotions back won't be the Tatsuya we've come to love. His regrowth will be huge hindrance for him, as he'll have to go through unimaginable pain once he casts it on someone. Part of the reason tatsuya is so smart - not talking about him creating magic, but his capability of analysing and seeing through everything and anyone, find ways to bypass the law and his aptitude for deduction - is because he dosen't let his emotions cloud his judgement.

**A better question would be : would the current tatsuya want his emotions back? Asking for it would be same as giving up his own identity, which is centered around miyuki. Do you think tatsuya would want to feel strong emotions for anyone besides miyuki? Majority of the reason miyuki is willing to completely submit herself to tatsuya is because of his godly devotion to his sister. Do you think miyuki would still love the tatsuya who got all his emotions back?
