Impeachment would, if successful, be an action that placed Pence at the helm, and if unsuccessful, would potentially alienate Never-Trump GOP'ers and Independents.

Trump is famously unpopular. He is also refusing to pivot towards the middle. 2020 is a lock for the Democratic party, so long as the Dems do not piss off the GOP moderates and the Independents. Anyone who is minimally a democrat will be a lock regardless of the outcome of impeachment, given the repugnance of the administration. Its a matter of "Do we do the right thing but risk losing in 2020, or do we idle while waiting for the public to do the right thing, and almost assuredly have a landslide year for the Democrats?"

I'm not saying its right, but, IMO, that's Nancy's logic.
