Because the Prision system is for punishment in alot of eyes. They could care less that actual reform brings better results. But then again the system is set up to make it more likely for a person to return to it, thus putting more money in the privatized parts of the system.. Whether its the Prison, the services inside said prison (commissary ,health care, phone service).. Hell even allowing bussiness to run background checks leads to barely any jobs past the bottom of the barrol which just also adds to the likely hood of someone returning to dealing drugs, or just doing a crime because they cant make it on the outside anymore. In the end its considered contraban because it wasnt bought from the private company that sells marked up supplys to inmates under the guise of "safety"
