Developers had 0 input on it. Some redditors here said they also encountered some of these. I actually did see that they fixed the gear score issue...so +1 for the developers.

I got stuck for over 2 weeks on a main campaign mission where I beat one of the last campaign missions with higher tier friends, but the world tier didn't unlock for me. I couldn't unlock world tier. I had get lucky and match make with a random who hadn't completed the story mission and then get him to go to the White House to activate a cut scene just so I could enter world tiers.
