The Division developer claims PC version is being held back because it would be "unfair" for consoles.

If you have a console and a PC and a game you considered to be a "must buy" was coming out, all the pre-launch reviews were touting it as the greatest game they've played in years and you had to wait ~6 months for the release on PC then you might buy it for a console and still buy it for the PC.

If you're only purchasing the game one time, they could honestly give a shit if you bought it on one console over another or for the PC. If you are one of the minority that might buy it more than one time, then they are going to do everything in their power to capture that second sale.

Think about this. If your favorite series were releasing a game after a long hiatus, reviews came back and it's nothing but 10 out of 10, 100, A+, Must Buy at Launch! reviews and you had to wait half a year for it to come out on your preferred system, there's a chance you would buy it twice. Especially if waiting half a year gave you better graphics/performance and a more polished game. Not to mention the modding community and possibly better multiplayer experience.

Hopefully this doesn't seem too out there for you, because I'm sure plenty of people bought GTAV on console and then PC, as well as some other games that might garner such attention. If you're a PC only player, waiting six months may cause you to lose interest or to forget about the game, but they will advertise for the PC release, you'll see your friends online playing it via steam or origins, and you'll have your interest peaked again. By delaying a PC release they are in no real danger of losing customers. By releasing across all platforms simultaneously, they eliminate the majority of multiple purchases.

Tl;dr - double dipping for dem dollars dawg. Duh.
