You'd have to define "some degree of order".

Vast majority of people on Madagascar live without electricity, if that is something you value I'd recommend booking a resort. The tropics is tough because of the heat, in the high, cool east African plains a lot of resorts can put up a few solar panels & since you don't need AC it's a very comfortable experience with running water, electricity, etc without being around nasty, loud diesel generators. Throw in a satellite or microwave internet connection & it's downright pleasant.

Most people I know doing extended remote work stays in Africa are in Tanzania & Kenya. Places like Madagascar, Zanzibar, etc are good for a quick pass through but I wouldn't stay long personally. Most tourists we'd do packages for weren't going there & the ones that did didn't stay long.
