Ugh, I have a neighbor who recently completely went full-on HOA psycho over a stray cat that had lived in our neighborhood for years.

Poor old cat spent a lot of his time hanging out at my pool when it was hot, in the shade, had been fixed, had shots etc. Just was not willing to live indoors. Neighbor (whose dog barks a good 9 hours a day) started having meltdowns about how the cat was threatening her child, trying to attack them (this cat was so fat, he could barely run, would not attack anything other than a Fancy Feast can), etc. Reported us to the HOA for having an unlicensed animal on the premises, wasn't even our cat. People are assholes sometimes. Neighbors found a new home for the cat, he escaped from his new home (he was an outside cat) and killed on the road. Repeat, people are assholes.
