Why does every new TV show portraying a historical period have characters with super modern and trendy haircuts? Are these at all historically accurate?

The Peaky Blinders haircuts are very accurate & period appropriate, actually. The new trend of having that haircut actually started around ten years ago when urban hipsters & artists & certain sorts of indie musicians were trying to emulate that old 20’s/30’s style.

Of course with time, as with all things from the “underground”, it eventually seeped into the mainstream, and now it’s just a general trend. Although men in 2018 are definitely wearing the top part considerably higher than men in the 20’s/30’s. Even considerably higher than the “underground” crowd was wearing it only ten years ago.

Anyways if you want to know what the general trend is going forward in another six to eight years, just keep an eye on those hip urban twenty-somethings. They’ve definitely already moved away from the “undercut”, as it’s often called.
