Why does everyone hate HR?

This is in Maryland, which does require the leave be used appropriately. The issue I run across is management and HR staffers not understanding the obligations employers have. No documentation being required for less than two missed shifts, and leave scheduled doctors appointments must be approved if at least 7 days notice is given are the two provisions I see violated the most.

No doctor's note required means no doctor's note required under penalty of law. I've come across one HR person across two different employers who get that. I don't mean to bang on all HR, but the law is the law that means whatever attendance policy you had or want to have is null and void.
