When Hamas fire upon populated areas they are willing to kill israeli civilians, as well as that they fire typically at more populated areas which would have a higher chance of civilian casualties.

If they had more guided munitions they might target military and government targets more selectively, but with the hundreds of rockets fired in the last few days, the majority of these were aimed at civilian infrastructure
