Well honestly i was in a kinda similar situation.
It was not about my paper but about unplugging my usb-c charger.
Important info: there are 4 chargers there, i need the usb-c while she needs the other 3 for her things, and there was actually never a reason to unplug my charger because the other 3 were enough for all phones/tools.

So one week i decided it's enough, i just randomly unplugged her stuff every day. sometimes i took some cables and hid them somewhere. I did this for 1 week, and i really hated to be so childish, i even went so far to unplug the hdmi while she was watching something.
After that i told her if she plugs out my charger again i will just dump her charger in the trash, and for the other week i tied the plug with the rope so that i cant be removed easily.

after 2 weeks i removed the rope, and since then i never had a problem again.
It's an assholething to do, but it was so annoying.

So it worked for me.
