Here is why I say he isn't, I will use a single feat of Superman to prove this.
Superman was flying around the Vega star system (25 light years away), and he heard a signal for help on earth instantly. He then arrives to stop the problem in mere minutes. That means Superman's superhearing can hear sounds from 25 light-years away... And then he can fly over 1,000,000x the speed of light to arrive on earth from that distance.
Homelander in season 1 couldn't hear Translucent, and the Boys from 10 blocks away... And he didn't hear the explosion from maybe a mile or so away. If he was truly as strong as Superman, he would have found Translucent, and killed his captors just based on his superhearing alone. The camera they used to spot him was clocking Homelander at 2000ish mph.
Until Homelander pulls a feat of this level, he is not as strong as Superman.
