Does Target have any liability in selling 1000s of dollars in gift card scams?

We knew going in that a refund would not happen. I spoke to corporate over the phone and my wife met with the store manager. We remained civil throughout. Although the store and corporate employees we spoke to were always consoling it quickly became condescending as well. When my wife returned and we compared notes we agreed they must have a prepared script for this type of incident as the responses were so similar.

I was honestly surprised that at the store and corporate level this was treated more as "we apologize for the inconvenience" vs any real interest in stopping it from happening again. I am confident if he returned to the same store with another $7000k they would sell him more gift cards.
