Why doesn’t the TTC have a 2 hour transfer with other cities buses?

Ultimately transit fares go to municipalities, so it makes sense for cities in two tiered municipalities (regions) to inherently have deals between their transit agencies, which allow for their riders to transfer between their services in their budgets. That being said, the City of Toronto is a single tiered municipality and there aren’t any inherent links between the Brampton Transit and the TTC, besides the fact that they’re both bus systems. The systems are not at all cohesive with one another, which is what Metrolinx at a provincial level typically tries to bridge. So really it comes down to money and budget allocated to public transportation between different cities.
