Dog owners who allow your dogs to bark for hours on end, honest question- are you not also annoyed by the barking? Why let it go on?

I had the horrible misfortune to live in an apartment where the neighbor directly below me was breeding beagles. At one point he had eleven beagles crammed into a tiny apartment and they'd bark 24/7. They'd bark nonstop inside when he was at work, then when he got home he didn't want to listen to them. So his solution was to put the beagles out on the (very small) balcony outside and let them bark out there to their hearts' content until he left for work again in the morning. He was very proud of this and said it made the dogs quieter...but he didn't seem to understand that it was quieter for him but not for anybody else.

(Yes, he was directly violating his apartment lease doing this, but he was best friends with the apartment manager, so management ignored all complaints about his dogs. It was also a small rural town with very few resources; the police didn't care and animal control didn't care. I left as soon as my lease was up.)
