It is literally and in no uncertain terms the opposite of a restriction of supply. In no way in any level is it a restriction on supply in any way. You, unfortunately, seem to have failed to understand what the word "supply" means or some other gap in basic logic or understanding of the english language. However, to answer your bizarre assertion yet again: no. the law that I literally came up with myself does not have even a single thing to do with restricting the supply of anything, no matter how much you claim it does. It only has to do with the restriction of ownership.
