What I wrote and what you wrote are completely different. The official document on ask them to TRY(important incase you missed it again).

What this means is that they can easily spend an additional .01% GDP and still be below 2% and say "we tried" in 2024. Because it's true, they tried.

And Yes, your original statement was misleading because originally left out the AIM(once again, incase you missed it).

You created a false impression that those countries HAVE to raise it to 2%,

But in reality, they only have to TRY. Once again, if they raised it by 0.01% GDP, then they can legitimately say that they tried.

Don't forget, These are very important legal documents, although it's a non-binding agreement, its wording in VERY important.
