I definitely agree.

My issue is that lack of resolve for the city, or HRT, or whoever, to actually do something about it. The right of way is still there, and the tracks are there.

The city could make money. HRT is definitely going to make money. But people do not want residents of Norfolk getting off of the train in their neighborhoods. Even though I can get on the bus and get off in a Virginia Beach neighborhood, any Virginia Beach neighborhood along that bus line getting off the train is unsavory.

Perhaps it would be different if the line did not go behind the neighborhoods, but down Virginia Beach Boulevard. Or maybe it would be different if the line were an express that only stopped at the Oceanfront. The best way to fix this would be to have a line that had stations where the businesses are located in Virginia Beach but none for the residential areas. Of course you then have the issue where people in Virginia Beach complain because they have to go out of their way to get on the train. The 20 people in Virginia Beach that would actually use it would complain.
