I agree with you.

But as a PHEV owner myself I feel hesitant occupying a charger in case a BEV owner wants to charge.

And even the type 2 location is rarely used (not far from a fast charger), very often there’s a sign specifying it’s for electric cars only. In my country chargeable vehicles means it’s open for all, but if the sign says electric cars only, PHEV owners might get a ticket in some municipalities. I assume it wasn’t the case here, but if it where perhaps the Tesla owner read a sign literally and thought he had the right?

Lastly you got type 2 chargers where you pay by the minute instead of per kW, it discourages charging with my 3.3 kWh onboard charger. It’s not worth the time or money if you normally charge at home.

I wish it didn’t feel like a barrier using public chargers with a PHEV but that’s how I experience it.
