I've had a somewhat symmetric experience in northern Vietnam (I'm from the US). Where I'm from, a 10-degree (Celsius) winter day is nothing, so imagine my shock when the winter temperature dropped to 10 degrees here in VN (it almost never drops below 10 degrees unless you're in the mountains), and it felt freezing to me. Something about the climate and the infrastructure here makes 10 degrees feel much colder here than where I'm from.

One of my friends who's from VN recently moved to Germany, where winter temperatures drop well below 10 degrees. She agrees with me now that she's experienced it. 10 degrees in Germany feels much different from 10 degrees in northern VN.

I do notice that I can tolerate cold temperatures better than a lot of the locals, but that lack of built-up tolerance from growing up in a colder place is not the full story for why so many locals in VN wear heavy coats and hoodies on a 15-degree day.
